The Cottonwood Police Department is asking for help in locating Koelzer. She is charged with fraud in connection with an incident involving the Old Town Association, which detectives investigated in April 2018. During the investigation, detectives learned that Koelzer was the treasurer for the association and allegedly defrauded the organization of more than $100,000. Koelzer became aware of the pending charges and is believed to have left the Cottonwood area.
