Letter: Sewer flap notice seems to be misleading

Recently I received an official notice from the City of Prescott Public Works Department and, like most everyone else who received this letter, I am a little confused.

I read the letter about the codes, amendments and penalties, and then went onto the website to read the articles they mentioned. I found nothing in the codes about it being mandatory to install this sewer flap, nor any wording that a waiver must be signed. I did find on page 4 (K) 715.1.1 sewage backflow retrofit requirements. "All structures connected to the City of Prescott sewer system prior to the adoption of this ordinance shall be protected by an approved backwater valve when additions, alterations, or repairs to existing structures are done." I found no amendments that it has to be done immediately or you would be fined.

The person who thought up this scare tactic to raise money for the city by having residents take out city permits and hire a plumber to install a sewer flap that does not need to be installed until improvements are done on their structure should be written up.

I believe the city is responsible for backup wastewater. It makes you wonder if maybe the city is expecting some big problems with the upcoming sewer repair project and this is just a letter to protect the city from liability.
