P&Z approves Fain rezone request for industrial use
The Fain Signature Group and Fain Land and Cattle Co., major landowners and developers here, seek to rezone 230 acres off
Valley Road for industrial uses, including an automobile recycling business.
The Fain companies presented a rezone request to the Planning and Zoning Commission Monday that will enable them to continue their corridor of commercial development along Valley Road.
The commission obliged the request with a 5-0 vote by forwarding to the Town Council a recommendation for a zoning map change for the property. The land lies on both sides of Valley Road from Mendecino Drive on the west to Fain Road on the east.
The commission vote followed an Aug. 28 meeting in which the Town Council conducted a public hearing on a request by the Fain companies to annex 233.4 acres between the Big Sky Business Park on the west and the town's sewer treatment plant to the east.
Nobody spoke against the annexation request at the council meeting, and the Fains proceeded with the rezone request while they await processing of the annexation of the land, currently within Yavapai County's jurisdiction. The annexation would convert the county zoning of 2-acre-lot minimums to residential; conditional use permit (minimum lot sizes of 1.5 acres). The zoning map change would change the zone to general-limited industrial and heavy industrial, both with planned area developments.
"It's a continuation of Big Sky," Peter Bourgois, a Prescott Valley landscape architect who represents the Fain businesses, explained before the meeting. "We're looking at similar uses."
Bourgois said the Fain family formerly owned nearby land that now houses the Ace and Hensley distribution centers and Superior Industries.
The 230 acres has "excellent access" to Highway 69, planner Joe Scott told the commissioners. He added the Fain companies plan heavy-industrial zoning on 26 acres, where they would build the auto recycling business.
The auto recycling business would be near the police shooting range and the town's sewer plant, Scott said.
Scott said after the vote that he expects the Fain family to present the annexation petition this week, adding that he expects the council to approve the annexation at the Oct. 9 meeting.
In other actions, the commission routinely recommended approval for public lands designations for three public schools and a future school site. The land currently carries residential zoning.
The commissioners also voted to name Ellen Babbitt vice chair, which means she would preside over the meetings if Chairman Keith Burley is absent.
Babbitt and Commissioner Joe Huot did not attend the meeting.
