Letter: Public should do budget

Since the members of the U.S. Congress seem incapable of fulfilling their duty to pass spending bills to fund our government, I propose that half of this responsibility be returned to the citizens.

On federal tax forms the individual taxpayers would be allowed to designate how their taxes are distributed. For example, they could apply their taxes to the Departments of Defense or Education, a general fund or select from other choices.

This system could be implemented over a seven-year period, starting with 1 percent of the tax obligation in the first year and doubling every year until the 50 percent level is reached in the seventh year.
