PRESCOTT VALLEY: Council OKs turf, lighting park contracts

PRESCOTT VALLEY - Mountain Valley Park will use less water and require less maintenance by this coming spring.

The Town Council voted unanimously Thursday to accept a bid of about $1.4 million from Low Mountain Construction Inc. of Phoenix to install artificial turf and lighting in the park, located off Nace Lane and Robert Road. Other aspects of the project include spectator seating and expanding the dog park.

The contractor will install artificial turf on about 100,000 square feet of a soccer field and 40,000 square feet of T-ball fields, Utilities Director Neil Wadsworth told the council.

Low Mountain crews are expected to start Nov. 30 and complete the project by March, according to Parks and Recreation Director Brian Witty.

The town will pay for the project from impact fees collected from home construction, Town Manager Larry Tarkowski said. He made the point because he said some people have questioned spending the money for the purpose.

Vice Mayor Lora Lee Nye said the savings and lighting "impressed" her.

Town officials scheduled a groundbreaking ceremony for the project at 11:45 a.m. Tuesday at the covered pavilion in the park.

In other actions, the council approved a proposal from the Upper Verde River Watershed Protection Coalition to pursue grants. Prescott Valley serves as the fiscal agent for the coalition, which formed in June 2006 and contains representation from the towns of Prescott Valley, Dewey-Humboldt and Chino Valley, the City of Prescott and Yavapai County.

The council also presented a certificate of appreciation to Prescott Valley police Sgt. Jake Jackson for 10 years of employment.

So the impact fees collected in past years can be used in no other way? Is this same kitty of impact fees part of the 22 million dollar reserve Tarkowski trumpets about when the proper occasion arises? Great job going to Phoenix to find the contractor...guess it doesn't matter I boycott P.V. and shop Prescott..wouldn't want the bulk of my tax revenues going to the Fains and other Good Ole Boys on the inside track with the lapdog town stooges.

All I hear is shop local from the local government and then they turn around and give another project to a out of town contractor.

These impact fees were collected in past years when times were good. They can not be spent any other way.

big mistake: Bet you own one of those nurserys that sell plants totally unsuitable for this climate and locale. Maybe they should just do green colored concrete. Certain to drum up business for the P.V. Yavapai Medical Center... ship 'em to the Prescott Hospital cause we can't treat you but pay 1400. for an ambulance ride.

They think this is a cost and water saving measure. Remember that in 8-10 years when the artificial turf needs replaced for another million and you've payed for a couple of liability claims from parents and their lawyers.

I had these same questions and called a few folks after hearing about this the other day. The impact fees are coming from "banked" impact fees that were collected during the growth years...they can't be spent any other way.

If the town leaders can state the impact fees will cover the $ 1,400,000.00 cost. I'd like them to show us how.I think there are a group living in a fantasy land or need mental health evaluation. Don't worry impact fees will pay of it all...that is so bizarre ...where is this building boom? The Fain Barracks off Glassford Hill Road? Is the Arena going to pay up? Will Global? Crossroads?

It is wonderful to know that impact fees from new home construction will pay the $1,400,000.00 cost of turf ,stands and lights. Didn't realize we were in the middle of a building boom in Prescott Vallley and a glut of impact fees of such an amount were pouring in. Is there some error ? Could we , the readers know the actual impact fees that came in last year and so far this year?

With only one or two new home starts a month this mode of payment is an insult to the people of Prescott Valley. Do you really think we can't do the math? You will eventually have to tell us where the money will really come from.

Impact fees from new construction? That's right there are 2 or 3 new homes slated for 2010 in Prescott Valley! What are they thinking?
