D-H CIP Committee to recommend projects to town council today

At a meeting this afternoon, Dewey-Humboldt's ad hoc Capital Improvement Projects (CIP) Committee will discuss its recommendations to the town council for proposed infrastructure projects, such as roads and drainage upgrades, in the community for fiscal year 2011.

Today at 3 p.m. inside Town Hall at 2735 S. Highway 69, committee members want to develop a consensus on the projects, which council eventually would decide whether to put in the budget for the next fiscal year that begins July 1, 2010.

In other business, the committee plans to:

• Discuss the ranking outcome and comments received on its project-ranking worksheets. Committee members also will direct town staffers to update and make corrections to the project data as a result of the discussions.

• Talk about recommendations to the council for the remaining CIP projects schedule from 2012-2021.

• Announce that it will make a formal presentation to council about its proposals during the latter's meeting Dec. 1.

As you may know, Dewey and Prescott Dells roads were developed privately and remain privately owned. The Town Council will soon (no later than December 15) consider a contract for surveying the areas. A survey will reveal the topography and current location of the road, which may or may not be in the same location as the public access easements (our experience is that the roads are often not where they should be). Once the survey is complete (by the end of February), the Town will be able to analyze the cost of correcting the alignment (if needed), designing the road, and, ultimately, constructing the road. If those costs significantly exceed the estimated budget (because of unforeseen problems with the alignment or because the topography makes the recorded alignment unsafe), then the matter will go back to Council for their review. If the costs are consistent with the budget, then the Town will prepare a bid package for right-of-way management (fixing the alignment) and/or design, and ask the Council to consider “accepting” the road into the Town’s system once construction improvements are complete (which is necessary before Town funds are spent on the road in most cases). The Town should have this information available on there website, and what about an update on chip sealing Dewey and Prescott Dells roads!

On the town website how about posting what the projects are as to the area and roads. How can the public in the areas to have improvements show up at meetings. To support or reject the projects. The same applies to all agendas on the town website. Anything involving a parcel of land should have a parcel numbers and a address. Back in April the town said in the newspaper about chip sealing Dewey and Prescott dells. Then the following year working on Rocky Hill RD. How about an update to these projects when I have contacted the town no one seems to know as to if and when this might happen.
